* This year's Commonwealth budget eliminates more than $11 million in state funding from Penn State's Appropriation bill for three areas: Medical Education, the Central Pennsylvania Psychiatric Institute and the Children's Hospital. It proposes to replace these funds with payments directly from the PA Department of Public Welfare (DPW), consisting of a combination of Commonwealth appropriations to the DPW as well as Federal Medical Assistance funding. 
(a) Includes the line item appropriation for the Recruitment & Retention of Disadvantaged studetns.
(b) This includes $4,500,000 as a line item for Information Sciences and Technology (IST) which was funded in 1999-2000 through a grant from the PA Dept of Education. When adjusted for this the increase was 4.2 percent.
