Proposed Tuition and Fees Effective 2009 Fall Semester, The Pennsylvania State University

     Will the Committee on Finance and Physical Plant recommend to the Board of Trustees adoption of the following resolution:

     Whereas, the Commonwealth of Pennsylvania has not approved its budget and related appropriation to The Pennsylvania State University as of July 1, 2009; and

     Whereas, The Pennsylvania State University administration, knowing of the depth of the current fiscal crisis in the state and beyond determined months ago to forgo salary increases at the University this year and have reduced the academic and administrative budgets; and

     Whereas, The Pennsylvania State University is committed to provide exceptional educational experiences and positive workplace environments for all,

     THEREFORE, BE IT RESOLVED, That in the event that the Commonwealth of Pennsylvania's budget is finalized by July 17, 2009 at the level proposed in the Governor's Budget Recommendation of March 3, 2009, the tuition and fees at all locations are, effective for the 2009-2010 academic year, as shown on the statements (Scenario 1) attached hereto and made part hereof.

     FURTHER RESOLVED, in the event that the Commonwealth of Pennsylvania's budget is not finalized by July 17, 2009, or is finalized at the level proposed in the Governor's Proposal of June 26, 2009, the Officers of the University are authorized to effect tuition and fees at all locations, effective for the 2009-2010 academic year, as shown on the statements (Scenario 2) attached hereto and made part hereof.

     FURTHER RESOLVED, in the event that the Commonwealth of Pennsylvania's budget is finalized at an adjusted level between the Governor's Proposals of March 3, 2009 and June 26, 2009, the Officers of the University are authorized to effect tuition and fees at all locations, effective for the 2009-2010 academic year, as shown on the statements (Scenario 2) attached hereto and made part hereof, and revised tuition and fees will be prepared and reviewed with the Board of Trustees at the earliest opportunity to effect appropriate changes for the Spring Semester 2010.

Footnotes for 2009-10 Tuition Rate Schedules

(a)           The upper division rate will apply to undergraduate students with a minimum of 59.1 credits, regardless of how earned.

(b)           Includes upper division and graduate programs at University Park in the Smeal College of Business (excluding MBA), the College of Engineering, the College of Earth and Mineral Sciences, the Eberly College of Science, and the School of Information Sciences and Technology.  Also includes the intercollege programs of Acoustics, Bioengineering, Materials, Operations Research, and Quality and Manufacturing Management.

(c)           Includes upper division and graduate programs in the following Erie and Harrisburg departments/schools:  School of Science (Erie), School of Business (Erie), School of Engineering and Engineering Technology (Erie), Science/Engineering (Harrisburg), Business Administration (Harrisburg).  Also includes upper division programs in the Altoona and Berks departments of Business and Science.  Also includes upper division and graduate programs at Altoona, Berks, Erie, and Harrisburg in the Smeal College of Business, the College of Engineering, the College of Earth and Mineral Sciences, the Eberly College of Science, and the School of Information Sciences and Technology.

(d)           Includes upper division and graduate programs in the following Abington, Beaver, Brandywine,  DuBois, Fayette, Greater Allegheny, Hazleton, Lehigh Valley, Mont Alto, New Kensington, Shenango, Wilkes-Barre, Worthington Scranton, and York departments of Business and Science, the Mont Alto Occupational Therapy Program and the following Schuylkill departments/schools: Science/Engineering and Business Administration.  Also includes upper division and graduate programs at Abington, Beaver, Brandywine, DuBois, Fayette, Greater Allegheny, Hazleton, Lehigh Valley, Mont Alto, New Kensington, Schuylkill, Shenango, Wilkes-Barre, Worthington Scranton, and York in the Smeal College of Business, the College of Engineering, the College of Earth and Mineral Sciences, the Eberly College of Science, and the School of Information Sciences and Technology.
